Emily Lindley served the TCEQ for over 16 years, most recently as TCEQ Commissioner from 2018-2024. Prior to her role as Commissioner, Emily was the Chief of Staff for Region 6 of the EPA, overseeing the states of Texas, New Mexico, Oklahoma, Arkansas, and Louisiana. In this role, she oversaw day-to-day operations of Region 6 and was the chief counselor to the Region 6 Administrator.


Before joining the EPA, Emily served in the TCEQ Executive Office as Special Assistant/Senior Advisor. In that role, she served as a lead advisor for permitting, agency enforcement, policy, and regulatory affairs. Previously she served as Senior Advisor to the Director of the Office of Water. Emily also held positions in Intergovernmental Relations and the Office of Public Assistance.


Emily has drawn praise from current and former elected officials, private industry, and representatives for the environment. Among a lengthy list of accomplishments, while Commissioner Emily successfully negotiated federal delegation from the EPA for the jurisdiction over produced water. Additionally Emily served as lead negotiator for Texas in discussions with Mexico that resulted in an advantageous agreement for Texas water right holders along the Rio Grande.


She is no stranger to the Texas Capitol having testified on numerous occasions and having worked with agency staff, interest groups, and members of the legislature.
